Isaac Williams, Chief Executive Officer
Born and raised in Sanford, Florida, Isaac Williams was blessed with both academic
and athletic talent and driven by caring parents to perform on and off the field.
He was determined to be academically gifted during his grade school years; Isaac
tested in the top percentiles nationally on college entrance exams and was a National
Merit Scholar candidate. He turned great, natural athletic ability-National Junior
Olympics Weightlifting Champion at 14 years old and a nationally recruited high school
football phenomenon at 16 years old, 255 pounds-into a successful athletic career.
Isaac was blessed to be able to choose between playing college football and competing
for a potential spot on the U.S. Olympic Team in Colorado Springs, where he trained
during the summers at the National Olympic Training Center. He chose a full athletic
scholarship to attend Florida State University-just far enough from home for comfort,
but not too far. After an All-America career with the "Noles," Isaac received a degree
in Business Finance and was a 1985 NFL draft pick of the Indianapolis Colts.
He later played for the Denver Broncos, as well as in the Arena Football League.
From 1996 to 1999, Isaac served as Director of Programs and, later, Director of Finance
and Development, for the Florida Network of Youth and Family Services-a statewide
association of youth services programs. In 1996, Isaac's vision was to create a
turn-key system of training and technical assistance for grassroots, community-based
organizations so that they might better serve their communities and compete for finite
program and financial resources. In late 1999 The Community Trust Corporation was
birthed from Isaac's sincere passion for these communities and organizations, which
is exemplified in the favor and national acclaim that has manifested in such a short
period of time.

• Management Consultant
President and CEO, The Community Trust Corporation, a management consulting
and administrative services firms specializing in training, technical assistance
and development of youth-serving community-based organizations. Managed
$36,000,000.00 in state Children/Families In Need of Services (CINS/FINS)
contracts for children's program services statewide. Current and/or former
clients: The National Center for Faith-Based Initiative, State of Florida:
Executive Office of the Governor, Florida Department of Juvenile Justice;
Enterprise Florida, International Enterprise Development, City of Opa Locka,
City of Midway, Sanford Housing Authority, Florida Consortium of 100 Black Men,
Mad Dads of Florida, Capital City Youth Services, Inc., Florida Network of
Youth & Family Services, Inc., Correctional Services Corporation, Miami's River
of Life, 21st Century Research & Evaluations, Inc., Criminal Justice Education

• Registered Lobbyist
Registered lobbyist of the Florida Legislature and the Executive Office of The
Governor; providing advocacy and sworn testimony for social services; specializing
in juvenile justice, foster care and other issues impacting children, youth, and
families in Florida.
• Program Development
Florida Network of Youth and Family Services, Inc. Served as Director of Programs,
Director of Finance and Development, as well as Interim Executive Director for state
association of children's services agencies. The Florida Network provides services
in every county in Florida ($34+million annual state general revenue funding)
(agencies include Youth Crisis Center-Jacksonville; Lutheran Services Florida,
Hillsborough County Government; Orange County Government, BoysTown USA, Children's
Home Society, and approximately 25 others across the state). Developed High Crime
Neighborhood Initiative including $4,000,000 (annualized) state general revenue budget
issue/request to provide enhanced delinquency prevention services in high crime areas
by community-based providers; assisted in drafting legislation creating Staff Secure
CINS/FINS Program and Physically Secure CINS/FINS Program (pilot). Developed program
models for same.
• Americorp VISTA (Florida Department of Juvenile Justice)
Statewide Chairman, Florida Department of Juvenile Justice, Americorp Vista Advisory Council.
1996-1998. Developed legislative budget request for matching funds for 100 new VISTA positions
through the Florida Legislature; developed plan (goal) of attracting 1,000,000 volunteer hours
per year to delinquency prevention and commitment programs statewide by the year 1999.
• State Government: Florida Department of Juvenile Justice (formerly DHRS)
Held positions of Operations and Management Consultant, Senior Management Analyst, and Senior
Human Services Program Specialist for the Florida Department of Juvenile Justice, Office of
Programming and Planning, Bureau of Intervention Services. Administrator of $8,000,000
statewide procurement of Juvenile Sex Offender Non-Residential Services and $1,000,000 statewide
procurement of Early Delinquency Intervention Services. Held positions of Group Treatment
Leader, Group Treatment Leader Supervisor, Recreation Therapist, and Assistant Halfway House
Superintendent.
• Professional Athlete
1986 National Football League Draft-pick: Indianapolis Colts, also Denver Broncos. Also played
for the New York Firebirds and Orlando Predators of the Arena Football League.
